Cross-sector involvement of Medicaid Expansion Enrollees

The Affordable Care Act allowed states to extend Medicaid to low-income single adults. This new Medicaid expansion population has a complex relationship with the public sector, with disproportionate multi-system involvement complicating health care delivery. This presentation will discuss health care, housing, human services and criminal justice involvement and associated costs for Medicaid expansion enrollees in Hennepin County, MN, as well as patterns for sub-populations such as health care high utilizers and those experiencing chronic homelessness. Further, the presentation will include policy implications for cross-system collaboration to improve health outcomes enrollees with high rates of multi-system involvement.
